The fashion shown in PSY's new music video were famous in 1970s in South Korea. It was fashionable item back then, but had quickly became very outdated, and nowadays almost nobody wears them, except for unusual fashion-lovers. To capture nostalgic feelings people have toward those-good-old-days, K-pop celebrities often intentionally direct their fashion style to match with that of 1970s or 1980s.

To note further, this musical or entertainment trend focusing on 1970~80s style is called "BOK GO, (복고)" in Korean, meaning "restoration."
